This consultancy aims to analyse how Team Europe’s blended finance and guarantee mechanisms influence the allocation of European public resources for nutrition in partner countries, and to identify their implications and opportunities for civil society engagement.

Resume

This consultancy seeks to provide a comprehensive understanding of how Team Europe’s growing use of blended finance and guarantee instruments is reshaping the landscape of European nutrition financing in partner countries. It will explore the institutional and financial architecture underpinning these mechanisms, while analysing the political and economic dynamics that drive resource allocation decisions. By comparing these approaches to more traditional public financing models and nutritional support, the study aims to highlight key shifts in priorities and funding modalities. Particular attention will be paid to issues of transparency and governance.

Through stakeholder consultations, the consultancy will also capture practical perspectives on opportunities and constraints within the system. Ultimately, it will identify concrete entry points for civil society engagement and assess how these evolving financing trends may impact nutrition outcomes in partner countries, with the broader objective of supporting more effective, inclusive, and equitable financing strategies.
