Georgia is at crossroads between Europe and Asia, in the middle of The Caucasus. Its tense relations with Russia have been exacerbated in 2008 by Moscow’s support to separatist regions of Abkhazia and South Ossetia.Today, this conflict remains unresolved and Georgia does not recognize independence of Abkhazia and South Ossetia supported by Russia. The state of Georgia’s economy is uncertain, and poverty engenders a high vulnerability of population’s food security.
ACF has worked in Georgia since 1994 through several programs mainly based on food security. The organization works at the community level with vulnerable populations, who have serious lack of access to basic services. ACF aims to alleviate this situation and enhance their access to other resources in order to improve the socioeconomic situation and the living conditions in this region.
Key figures of the country
- Beneficiaries: 80 000
- Population: 4.6 million

The majority of donors has gradually withdrawn from the region, leading to a widening gap between the work already done and the persistent low level of development. The conflict between Russia and Georgia in August 2008 has displaced than 130,000 persons from South Ossetia, Abkhazia and Shida Kartli, forced to seek refuge in host families and in transit sites (communal centres) throughout Georgia.
Some of the internally displaced from Abkhazia and South Ossetia have returned to their home areas but there are still 250,000 persons still displaced within the country. The International Community and the Georgian Government focused, at first, on providing shelter and humanitarian assistance to displaced population. Today, long-term socioeconomic support is provided to promote their integration and participation on both community and municipal levels.
ACF is amongst the few agencies working in the breakaway region of Abkhazia but there is no access for humanitarian actors into South Ossetia from Georgia. In June 2009 UNOMIG (United Nation Observer Mission in Georgia) ended its 16 year mission after an extension was vetoed by Russia.
Industrial reforms over the past few years have made enormous strides (12% growth rate in GDP in 2007) but unemployment is high (25%), there is still 23% of population still living under poverty line and agriculture employs about 55% of the population. Agriculture is therefore the main economic safety net, although the sector provides only 9% of the GDP.
