Azerbaijan is a former member of the Union of Soviet Socialist Republics (USSR). Upon leaving the USSR in 1991, war broke out between Azerbaijan and Nagorno-Karabakh Armenians, supported by Armenia.
ACF first occurred in the country to support access to basic rights of the most vulnerable people affected by poverty and conflicts. Currently this organization supports the populations deported from the former Soviet Socialist Republic of Georgia, one of the 15 republics of the Soviet Union in the 1940s, providing a juridical assistance and information on the repatriation process and their rights.

ACF supports deported persons from the former Soviet Republic of Georgia in the 1940s in terms of legal advice and information provision on repatriation process and their rights.
At the opening of the mission
At the opening of the mission the aim of ACF in Azerbaijan was to support the access to basic rights for the most vulnerable populations affected by poverty and conflicts, and to follow the negotiations in the conflict "frozen" of Nagomo-Karabaj and monitor the impact of policy changes on the displaced population.
Although the poverty rate has been reduced in recent years due to revenue from oil production, 50% of the population live below the poverty line, especially in rural areas. Problems such as poverty and food insecurity in Azerbaijan, and the high level of corruption (the country ranks 150 of 190 of the most corrupt countries in the world according to Transparency International), were not significantly improved since the socio-economic decline that followed the independence, because the causes have not been properly examined: the population still has not access to opportunities and services such as employment, markets, resources, means of production, health, education or water drinking.
The Karabakh-Nagomo conflict with High-Karabakh Armenians, supported by Armenia, led to in the displacement of a million of people and there are still 650,000 refugees and internally displaced persons. Because of this independence war, 14% of Azerbaijani territory is occupied and 13% of the population is displaced.
Despite a presidential decree on the provision of land for refugees and displaced people, population usually does not know the land access rights she has. The government, which eliminated presidential term limits in a 2009 referendum, has been accused of authoritarianism. Agriculture, which represents only 5.5% of total GDP, is still a main source of income for many rural families, while GDP from the industry sector is 61.4%. The estimated unemployment rate has decreased to 0.9% from 6% in 2009. In 2010, economic growth slowed to approximately 3.7%, although the impact of the global financial crisis was less severe than in many other countries in the region.
