Despite almost nine years of international investment and support to the Afghan government, the country’s indicators continue to rank near the bottom of the world list. The majority of the population is vulnerable and increasingly so as the conflict has worsened throughout the course of 2009/10, creating new waves of displacement and / or suffering for people already living in precarious circumstances.
The longstanding effects of drought (despite good harvest in 2009 and in 2010), continued impact from flooding, and inaccessibility to food (particularly during winter months) caused food insecurity, especially in remote areas and for the most vulnerable segments of the population.
Towards this situation, it has been decided not to initiate interventions in new provinces and to continue to strengthen the programme in the current ACF areas of operation: in rural areas to reduce vulnerability for population and in urban areas to improve access to essential services.
