Country: Ivory Coast - Abidjan/Man
Length of Contract: 12 months, from February 2012
General objective:
The NGOs and Humanitarian Reform Project is a 16 month project with 6 NGOs in the global consortium. The project is funded by ECHO, and managed by the International Coalition for Voluntary Agencies (ICVA) in Geneva, with the Danish Refugee Council, (DRC) as the project contract holder. Other consortium members are ACF, CAFOD, Action Aid, and ACTED.
Responsibilities:
Extend the diagnosis at regional level (West of Ivory Coast), based on the initial findings of the December 2011 mission
Strengthen a membership and leadership within humanitarian forums
- Elaborate planning of trainings and workshops at national and regional level
- Facilitate the delivery or directly deliver training workshops to NGOs
- Support NGO forum to enhance identification of advocacy to be carried in front of government, UN agencies or donors
- Support NGO forum to be structured in order to identify Term of References, roles and responsibilities to improve transparency and efficiency,…
Strengthen in-country coordination mechanisms
- Monitor changes and recommendations expected by NGO’s community
- Plan participative workshops to identify good practices and deeper changes to be implemented
- Enhance representation on HCT by either providing or supporting NGO coordination secretariat functions
- Establish or enhance structures to secure regular consultations between NGO community, HCs and donor community
Coordination with the Project Internationally
- Participate in regular project teleconferences or other communications mechanisms, as appropriate
- Participate in international project meetings as appropriate
Financial management and reporting
- To ensure that accurate and timely financial and narrative reports are prepared and issued to the Project Coordinator and Regional Director.
- To ensure that project money is managed in a timely and appropriate manner.
Networking and Relationship building
Qualification and previous experience:
- At least 4 years practical experience in humanitarian response
- Familiarity with the humanitarian reform process
- Proven understanding and experience of advocacy and policy change work within a complex humanitarian context
- Proven skills in networking and relationship building
- Excellent writing and facilitation skills
- Strong communication and representational skills
- Strong budget management skills
- Ability to work alone and on one’s own initiative
Status: Employee
- Fixed-term contract, provided by ACF according to the French labour law.
- Total average yearly gross income: from 41160 € to 47160 €
- Food and housing: 1000 € / month average
o Per Diem : 210 € / month average
o Support to the R & R costs : 110 € / month average
o Transportation costs to and from the mission : 460 € / month average
o Monthly gross salary ranging from 1650 € to 2150 € (Net: from 1518 € to 1978 €) depending on relevant experience (possibility to increase up to 2750 € gross (2530 € net) according to seniority and performances)
- 25 days of annual paid leaves
- 20 days of R & R per year (taken as recovery time breaks of one week every 2 or 4 months depending on the mission)
