We are looking for: A EMERGENCY RESPONSE OPERATIONNAL MANAGER
Country: AFGHANISTAN - Kabul
Length of Contract: 1 year from 2012, July the 1st
General objective: To provide technical management and support to the ECHO-funded Emergency Response Mechanism (ERM) programme for emergency interventions in Afghanistan.
Responsibilities:
Participation in the development and implementation of the ERM strategy and programming
Together with the ERM PMs, analyze, control and improve the technical relevance of the ERM programs;
Identify and propose ideas / fields of intervention for ACF positioning and strategy – new programs, pilot projects, new areas of interventions
Participate in proposal writing with the contribution of the ERM PMs
Continually review new opportunities in terms of needs and strategies for the ERM
Stay up-dated on the humanitarian context
Technical Support to the Emergency Response Mechanism programme
Support the Program Managers in defining the implementation methodology, development of realistic weekly work plan, setting up monitoring and activity follow-up tools
Support the Emergency Response Mechanism PMs
Support and monitor the implementation of the programs
Follow up the activities, analyze and evaluate the program by conducting regular and frequent field visits, communicating regularly with the teams and analyzing the different reports;
Adapt or develop if necessary tools to monitor ERM activities in consultation with ERM teams and consortium partners
Reporting
Check and validate all the weekly reports coming from the bases
Design the APR of new projects
Check APRs monthly and make recommendations
Draft the amendments, intermediate and final reports and submit to the Head of Technical Department
Contribute technically to prepare high quality reports related documentation for dissemination to the stakeholders;
Report regularly to ACF’s Head of Technical Department and the ERM Consortium’s partners
Build the technical capacity of the ERM teams
Organize and animate ERM team meetings
Participate in the recruitment of the key team members;
Carry out appraisals of the ERM PMs and support ERM PMs for the appraisal of their teams
Develop training plan for the ERM team members
Develop tools ensuring smooth organization and internal communication within the ERM team
Qualification and previous experience:
Degree, preferably at the Master level with at least 3 years of professional experience (internships included) including at least 1 experience in emergency response. Fluent English (spoken and written) is required.
